GPSR Notification

24 January, 2025

Dear Valued Partner,

The General Product Safety Regulations (GPSR) 2024 is introducing substantial changes to product safety standards across the EU market and applications commenced as part of this process from 13th December 2024.

Now that the GPSR has been in effect for a few weeks, we have observed that many partners may not yet be fully aware of the specific requirements. So, we are sending this reminder to help our partners navigate the new regulations and ensure compliance.

With these regulations coming into effect, Hikvision has managed obligations to ensure compliance, and prioritize consumer safety for a limited number of products which fall within the criteria.

If customers want to know which Hikvision products need to follow GPSR, it is recommended they check the CE Document issued by Hikvision. This document states the relevant EU regulations and directives which the specific products follow. In general, GPSR product criteria is as follows:

1. Non-wireless products with voltage ranges below AC50V or DC75V, except for: a) Products with multiple input voltages, and input voltage higher than AC50V or DC75V, b) Products shipped with an adaptor/charger, and input voltage of the adapter/charger is higher than AC50V or DC50V,

2. Second-hand products or repaired, refurbished or recycled products including the above products.

NOTE:

  • Wireless products are covered by ‘RED’ safety requirements imposed by Union law.
  • Non-wireless products with a voltage range of AC50V-1000V or DC75V-1500C are covered by ‘LVD’ safety requirements imposed by Union law.

The GPSR 2024 aims to bolster consumer protection by ensuring all market products are safe for use. These regulations cover a broad spectrum of products and establish new requirements which Hikvision has enabled.

Key highlights include:

  • Comprehensive safety standards for a wider range of products.
  • Increased accountability for Hikvision and our economic operators in the supply chain.
  • Enhanced market surveillance and stricter enforcement measures.
  • Requirements for traceability and clear product information.

This means as a manufacturer, Hikvision will supply technical documentation with clear product and manufacturer labelling for relevant products to verify compliance with our obligation to perform an internal risk analysis and for Hikvision to prove completion of a risk analysis.

Our partners who act as importers are mandated to specify their requirements for labelling. Options include:

a. Specify your importer company name, postal and electronic address (usually an email address) on your own products labels.

b. If you are not able to apply your own labels in your warehouse, Hikvision can provide support to add the information at the HIKVISION factory.

c. In case you are unable to fulfil these legal requirements at this stage, we kindly ask you to confirm your awareness of the mandatory request in writing to your Hikvision contact. Our goal is to ensure that you are fully informed and supported in meeting your obligations.

Please note the following:

  • If partners encounter requests from regulatory authorities for technical documents, they should promptly contact Hikvision to obtain them.
  • Requesting importer labels from the Hikvision factory may impact production lead times and incur additional costs. Please enquire via your Hikvision contact for more information.

Hikvision is pleased to confirm completion of crucial steps to transition from the General Product Safety Directive (GPSD) to the General Product Safety Regulation (GPSR) for a limited number of products which fall within the criteria.

As a partner and with all matters concerning legal compliance, we would strongly suggest that you seek independent legal advice if there are any doubts about compliance to any Regulations or Laws in place in the territories in which you operate.

I do hope that our full, open and transparent response is sufficient to answer any concerns either you or your customers have, but should you require further information, please get in touch with your local Hikvision representative.

Yours faithfully,

Justin Hollis
